System/Power Settings menu causes PC to lag ?
I stumbled across a weird Windows issue when changing power management option. This is quite the odd one I think, but for whatever reason when going into System settings anytime I select Power , it causes the PC to have a weird stutter as well as the mouse cursor will jump across the screen instead of a fluid motion.... All other system settings when you open are smooth as can be... As far as power plan setup in control panel, its currently set to ultimate, I've tried balanced, Game turbo etc.. same result.
Any clue as to what it could be?
Its not a major issue just something I caught when checking my sleep/hibernate settings for the new Nvidia driver shenanigans of GPU temps staying locked after sleep/hibernate occurs.

I have the same exact issue, entering the Power settings turns my computer into a stuttering mess for ~5 seconds, it gets even more blatant if I go into the section where windows recommends you actions to save more power, the stuttering and freezing here can easily reach 20 seconds and can very rarely cause a TDR timeout or constant beeping if you try to move the mouse
its also somewhat common when entering display settings and very rarely happens while an app that uses the GPU is launching for the first time (I notice this with the Xbox app)
From what I’ve been able gather this is absolutely an NVIDIA issue, as this literally starts happening the second you install the NVIDIA drivers and I briefly had an AMD card in this system which didn’t have this problem
It also seems to be tied to having multiple displays and having displays that use DSC (DisplayStream Compression)
None of these things are exclusively to blame (except maybe the NVIDIA thing), as even using one display with no DSC will have some stuttering, they just compound on top of each other and make it worse
I’ve been having this issue ever since I moved from an RTX 2070 Super to a 4070, but unfortunately I sold my old GPU so I cannot attempt to confirm its only a problem with recent GPUs

Did you resolve this issue? I experience the very same thing, but in a few other settings as well, such as trying to switch the display order (which is very exiting, having a 30+ second stutter making the computer unusable when getting the "do you wish to keep this settings" count down :D).
