Startup apps being blocked by "You're almost done setting up your PC"

I have a headless PC who's only purpose is to run several apps at all times. However, after rebooting, the apps selected in Startup Apps do not start. When I painstakingly access the PC with a mouse, keyboard, and monitor, I am greeted with a page saying "You're almost done setting up your PC". It's only when I press "Remind me later" that Windows actually starts and launches the startup apps.

 

Can Windows start applications upon startup without manual user intervention?

  • During initial setup or after certain updates, Windows prompts you to complete the setup process. Until you click "Remind me later" or finish the setup, Windows remains in a limbo state, delaying the startup of apps. This can happen if the PC was reset, upgraded, or if the user profile wasn't fully configured.
