Replacing Primary Drive and Migrating to Windows 11
I have two planned tasks
Install an M.2 and clone it from my current SSD to become the primary disk (both Samsung so use the Samsung Data Migration application)
Migrate from Windows 10 to Windows 11
I'm thinking it doesn't matter, the end result is the same, just wondering if there is anything that I have missed.

Upgrade to Windows 11 first, then clone to the new M.2. This path has the fewest potential complications and gives you the most straightforward rollback options if anything goes wrong.
The only exception would be if your current SSD is nearly full or performing poorly - then cloning to the new drive first might make sense.

Create a full backup first. And Make sure the destination drive is larger than the source drive.
