Recall menu appears in start menu?
Just looked at my start menu to clean up some clutter and saw Recall (preview) on the list.
It may be in your "Optional Features" or in the "more windows features" ... I am running 22631.3737 so I can't really verify what you're seeing... hopefully someone else can help though, but features is the one place I can think of where this might sit.
