Quick settings and clock/notification won't open

So after upgrading to windows 11 the quick settings and clock on the bottom right of the taskbar won't open.

I can right click on the icons and the "click menu" comes up.

I can create a new user account and log in to that account and the quick settting and everything comes up correctly. It just doesn't seem to work on existing accounts. 

How do I fix this because this is the most annoying thing I have delt with in years.
