Pressing Cancel When IKEv2 VPN is Connecting Locks Up Notification Icons

I'm getting ready to roll out IKEv2 VPN to my company. We found that if you cancel, right after you push the connect button, it locks up the notification icons in the task bar. On our laptops you can left-click as many times as you want on the network/sound/power icons and settings menu will not pop-up again. You are able to right-click on the icons and go to the various settings, but to get the hovering menu to show again you need to restart Windows Explorer in task manager. I have verified this issue on multiple Dell and Lenovo laptops.
