How to Bypass the “Let’s connect you to a network” screen in Windows 11 (23H2/24H2)
If you want to set up Windows 11 with a local account and the installer keeps forcing you to connect to the Internet, do this:
- On the “Let’s connect you to a network” screen, press Shift + F10 to open Command Prompt.
- Type:OOBE\BYPASSNROand press Enter.
- The PC will restart automatically.
- When the setup restarts, you’ll now see an option “I don’t have Internet”.
- Select it → continue with limited setup → create your local account.
That’s it — you can complete installation fully offline without a Microsoft account.

And I want to say thank you for posting it. I was originally able to set up my computer with just a local account, computer got compromised by some malware and I had to reset windows. After what happened to me, I am even more hesitant to tie my computer to an online account that could get compromised and I didn't like the idea before that. Really hope Microsoft leaves this method in place because tying to a Microsoft account should be optional.
