Because Messages fails across two Android devices and three PCs while photos and notifications work, another whole-network reset would not be my first step. Isolate ordinary SMS from other message types: send a new SMS to the Pixel, confirm it arrives on the phone, then check Phone Link. Microsoft does not document universal RCS support; its supported RCS scenario is limited to selected Samsung devices and networks. Update both Phone Link and Link to Windows, then check Phone Link’s Settings, Features, Messages and enable “Allow this app to show text messages from my phone.” Check Link to Windows’ SMS permission on Android as well. If ordinary SMS still fails, repeat with one phone/PC pair on another network to distinguish a shared network factor from the app behaviour.
