PC Fan runs loudly even when no programs are open
My PC's cooling fan spins at high speed and produces excessive noise even when the system is idle with no applications running. This persistent loud fan activity occurs from the moment Windows starts and continues regardless of CPU usage, suggesting a potential issue with fan control settings, BIOS configuration, or a misbehaving background process.

In Power Options, set the maximum processor state to 99% to disable Turbo Boost, and check the fan curve settings in the BIOS.
