The pagefile.sys file is essentially a scratch space on your hard drive that Windows uses as an extension of your RAM. It's not a critical core operating system file in the same way that files in the Windows directory are. When Windows starts up and can't find a valid pagefile.sys (or if it's instructed to create one), it will automatically create a new one based on the virtual memory settings you configure.
