Minimize Maximize Button

In any open window it used to be that you could hover over the Minimize Maximize button in the top right corner and it would give you a choice of layouts to place your window so you could have 2 open windows side by side. I'm finding this is no longer possible. Is this a bug, or was the feature taken out by design?
