Migrate to Win 11 before or after changing HDD ?

Windows 10 offers me to upgrade to Windows 11, but I want to change my hard drive to upgrade to an SSD.
Regarding the license, in what order should I take it ?
Another question, is the migration done via an update, or do you have to download an ISO ?
THANKS

Step 1: Backup your data from the current drive.

Step 2: Install the SSD into your system.

Step 3: Reinstall or upgrade Windows 10 to Windows 11 on the new SSD.

    Step 4: Activate Windows 11:

Use your existing digital license (linked to your Microsoft account or hardware).

If activation issues occur, use the activation troubleshooter or reactivate via digital license.

Before upgrading Windows 11, it's ideal to physically replace your HDD with the SSD. This allows you to perform a clean install on the new drive, which often results in better performance and fewer issues.

  • If you replacing HDD to SSD, then you would need to make clean install of Windows 11.

You can backup all of your important data to another drive/USB/OneDrive first.

Once backup done, you can insert SSD to disk slot in your laptop/PC.

On the SSD, you can perform clean install of Windows 11 latest version using this community guide:
