Microsoft Tech Community application is not published by Microsoft?

I tried signing into the community site here using my organization ID and our security settings require us to request permission first for any new Enterprise applications. 

I submitted the request, but when I went to review, I received this message that the application is not published by Microsoft:

This doesn't seem right to me, anyone else have the same experience? Is this app truly not published by Microsoft or is this some sort of fluke?

    It is obviously published by Microsoft, however, this is clearly a mistake. It confused me too.

    Thanks, I understand it's a subdomain of Microsoft and I assume it does belong to them, so question is why do we receive this message warning us that whatever "application" is being installed by logging into this site, that application is "not published by Microsoft?" Who is it published by then?
