Microsoft adds support for SMS messaging within Teams Chat
Requires the Teams Phone Calling Plan (aka using Microsoft as the phone provider).
You'll have to register a campaign to meet regulations. But it looks like Microsoft has put in place some automation to help with opt-in / opt-out, which is nice. There are also quite a few limits on usage / number of lines.

Yes, Teams Phone Calling Plan requires:
- Compliance registration for campaigns (e.g., opt-in/out automation via Azure Communication Services)
- Usage caps (max 10K calls/day per org, 100 SMS/line/day)
- Line restrictions (limited PSTN numbers per region)
Microsoft’s compliance tools auto-track consent and block flagged numbers.
