Map key to letter not on keyboard layout
Is there a way to map a key to a letter not on the keyboard layout?
I want to map the number pad 456 to the Danish letters æøå. I tried using the PowerToys Keyboard manager, but it only lets me choose letters on the layout. OK, so I switched my keyboard to the Danish layout; then I could map 4 to æ. However, when I switched my keyboard back to English, the 4 is now mapped to the semicolon, not the æ. (The æ in Danish layout is the ; in English layout.)

Switching layouts changes the key's meaning; PowerToys or other remapping tools often work at the hardware level, but the character output can be layout-dependent.
