The setting you changed in the Control Panel, "Turn off display after," only applies when your PC is unlocked and idle . Once you lock the screen (manually or automatically), Windows switches to a hidden, separate timer called "Console lock display off timeout" . By default, this timer is set to just 1 minute, which perfectly explains why your monitors are blanking so quickly after the lock screen appears .
