Line under taskbar icons

I'm also experiencing this issue. My guess is that the gray line under the taskbar icons indicates that the app has been recently used, because when I open and close apps, the line appears.
I notice the grey bar appearing under icons I haven't used in a while. What is the usefulness of this feature and how much resources did MS pour into this useless feature? Am I now supposed to open the app and start doing something with it? I haven't used it in a while because I don't need it. MS doesn't need to tell me that.
