Issues with Bluetooth - Sending to device

I'm having real trouble sending files from my laptop, (running W11) to my smartphone via Bluetooth.

I don't seem to have the same problem receiving files from the same source.

It's not the phone.  I've tried a different phone - my old one and that doesn't work either.

But everything was fine when I was running Windows 10.

I have gone through the procedures of "forgetting" the device on both devices, (laptop and phone) and then tried to re-establish pairing.  Strangely I seem, after a struggle, to get the pairing codes showing on both phone and computer and a momentary message stating I'm connected, only for it to state the opposite several seconds later.

I have checked for driver updates and fixes but the updates are apparently up-to-date and everything is fixed - but it isn't fixed at all.

The only suggestion I have been offered so far is to connect the devices using a USB cable, which to my way of thinking is a retrograde step.

Can someone tell me if this situation, (which I have discovered is not unique by any means), ever going to be resolved any time soon?

And if and when it is resolved can whoever it is that sees fit to meddle with things that actually work, please leave them alone?

I would welcome any comments from fellow sufferers.
