In Windows 11 25H2, File Explorer loses vertical maximum sizing.
In Windows, when moving the cursor to the top or bottom edge of a window, the cursor becomes a bi-directional arrow shape. If double-clicking at the moment, the window changes the size at the vertical direction to the maximum screen height.
I installed Windows 11 25H2, the sizing function above was lost on File Explorer.

In Windows, when you move the cursor to the top or bottom edge of a window, it typically transforms into a bi-directional arrow shape. Double-clicking at this moment usually causes the window to resize vertically to fill the maximum screen height.

Did you check your mouse settings could be some settings problem.
