i recently installed windows 11 pro freeze then restart after boot many times

I’ve just brought new Windows 11 Pro FPP with usb Included 


 I recently installed windows 11 pro fpp but it freeze then restart after boot for 15 seconds so many times til it shows blue screen with winload.efi , error code 0xc0000098



Sfc scannow something and restore health online so many times but nothing works 

 

also try repair windows with USB MEDIA CREATION TOOL but failed at the end
