How to safely extend c drive in Windows 11 when the menu grayed out?

Don't waste time on the built-in Disk Management utility. The Extend Volume... option is grayed out.

Sometimes, the partitions you want to shrink or extend aren't adjacent to the C drive. If there's no unallocated space right next to it, you can't extend the C drive using Disk Management.
