For the scanned PDFs you mentioned, the first question is whether they contain an actual text layer. A PDF can look perfectly readable to a person while containing only photographs of pages.
A useful initial check is:
- Open the PDF and try selecting a sentence.
- Copy it into Notes.
- Check whether the pasted words match the page.
- If you cannot extract readable text, use OCR to recognize the scanned content, then check the result before starting narration.
Failure to select text is a clue rather than a complete diagnosis, because the viewer or document restrictions can also affect selection. OCR accuracy also varies with scan quality, page rotation, and layout.
Adobe’s PDF accessibility explanation distinguishes recognizable text from static scanned images. For listening, the practical goal is to obtain accurate text first; a different voice cannot repair missing or incorrectly recognized words.
