    There is no way to do this with Windows now. I have tested all the programs mentioned in the links provided and none of them allows a secondary taskbar that can have toolbars or changes the requirements that only the primary taskbar can have toolbars.

    To show the middle folder menu on your second monitor, simply drag the File Explorer window to the second monitor. Once it's on the second screen, right-click inside the folder to open the context menu directly on the second monitor.
