Your Windows 11 taskbar remains unresponsive after a restart, so the likely areas to test are the Explorer shell, damaged Windows components, and a background software conflict. Press Ctrl + Shift + Esc to open Task Manager, find Windows Explorer under Processes, and select Restart. If the taskbar remains stuck, press Windows + I, open Windows Update, install available updates, and restart. Next, use Task Manager’s Run new task option to open Command Prompt with administrative privileges. Run DISM.exe /Online /Cleanup-image /Restorehealth, wait for completion, then run sfc /scannow. Record both results.
