How to compress 1GB video to 10MB without losing too much quality?

Hi everyone,

I have a video file that's about 1GB and I need to get it down to roughly 10MB for an upload limit. I know that's a massive compression ratio, so I'm expecting some quality loss, but I want to preserve as much clarity as possible. Is it possible to compress 1GB video to 10MB?

The video is about 12 minutes long and originally shot at 1080p, if that helps with recommendations. What settings (resolution, frame rate, bitrate) tend to give the best results at such an aggressive size target when using a video compressor tool?
