How to compress 1GB video to 10MB without losing too much quality?

You can use a free video compression tool like Handbrake, Shutter Encoder, or Video Squisher (if you want an easier solution) to compress the file as small as it will go. An automatic tool like https://kitkarl.com/squisher will analyze the file for you and if you set the quality slider to minimum it will figure out the smallest the file can get while still looking decent.
You can use target size mode, but that might just crush the quality way too low. Also, you should check if the place you are uploading accepts HEVC or AV1 codecs for video files, for compatibility's sake.
