Yes, but 1GB → 10MB for a 12-minute video is extremely aggressive, so noticeable quality loss is unavoidable.
For the best result, try H.265/HEVC or AV1, reduce resolution to 360p (or 240p if needed), use 15–24 fps, and choose 2-pass/VBR encoding. Keep audio around 24–32 kbps and allocate the remaining bitrate to video. At only 10MB for 12 minutes, 1080p isn’t realistic. Lowering resolution usually preserves perceived clarity better than trying to keep 1080p at an extremely low bitrate.
