How can I repair a damaged pdf file on windows 11?

I'm running into a major issue with an important PDF document I received via email yesterday. Whenever I try to open it in Acrobat or my browser, I get an error message saying the file is damaged or corrupted.  I tried redownloading the file several times, but the result is always the same, and unfortunately, I don't have access to the original source to get a fresh copy.

Does anyone have experience with reliable tools to repair a damaged pdf file on windows 11? I've heard about online repair services and command-line fixes, but I’m hesitant to try them without a recommendation. If you've successfully recovered data from a broken file before, I'd really appreciate your advice on which steps to take first.
