When I needed to turn some JPGs into ICONs for a project on Windows 11, I struggled with finding a decent tool that didn’t mess up the quality. Then I found Any2Pic (https://www.recodie.com/convert-jpg-to-ico) — it was exactly what I needed! Super easy, kept the images crisp, and best of all.
Hudsion If you don't want to install anything, there are also some great online converters. I've used ConvertIC0 before. Just Click the "Choose File" button to upload your JPG image. Just make sure the file isn't too huge or it won't upload. Hit the convert button! After a few seconds, it'll give you a link to download your new ICON file. About checking the quality, Just like with GlMP, make sure to open the ICON file and test it out.
