Once uninstall recents quality update and restart PC, it will be fixed
Setting > system > recovery > advanced startup > troubleshoot > uninstall updates > uninstall latest quality update
Uninstalling the latest window update worked for few days. After which windows automatically updated itself. That too, when I had already stopped windows update from services.msc
