I had to reset Windows with a USB back to Windows 10 for a full factory reset of my laptop. Downloading Windows and resetting it didn't work. It has to be reinstalled with a USB. All my drivers came back as normal including my touch screen driver and I upgraded to Windows 11 again. Works fine now.
