Hi, this sounds more like a program starting with Windows than a DNS or router problem. The exact message and the name shown in its title bar would help a lot. Check Task Manager > Startup apps and Reliability Monitor for an application that fails at each boot, especially an updater restored by the technician. You can disable one suspicious startup entry at a time and restart to identify it. Once found, update, repair, or reinstall that specific program from its official source.
