File Management Tool
My File Explorer is malfunctioning. It refuses to navigate to different locations. After reinstalling Windows, it seemed to work fine until I rebooted my PC - at which point it stopped functioning.
Appreciate any assistance.

What is the os build and version?
Try finding the Settings app and check if there are Windows Updates available.
After a reinstallation it can take hours or even days to get the latest Windows Updates installed depending on where in the World you are and how fast (or slow) the internet connection is. If you have access to internet by a physical cable that might make the update go faster.
