Fans spin up to full speed for no apparent reason

My Windows PC's fans suddenly spin up to maximum speed and stay there even when the system is completely idle with no programs running. The CPU and GPU temperatures appear normal, and I've already checked for background processes and updated all drivers without any change in this behavior.
