Enable visual accessibility during windows 11 installation

Hello team, i'm not sure if this post is in the correct place, but will explain my issue.

 

I'm visually impaired, not completely blind but i have low vision. So i use my laptop with screen reader, but since i can see a bit i use high contrast and magnifier as well, which work very well for me.

Last times i formatted it i used "built in" installation to factory reset, but now i want to perform a clean install using windows media creation tool and usb to install windows without pre installed software from Dell and remove some old partitions that comes with the windows installation.

The issue is that when i boot from usb, none of the accessibility options work (narrator, high contrast and magnifier). I've tried some solutions from internet like opening cmd (shift + F10) and triggering narrator.exe or magnify.exe from X:\, but magnify is not even present in System32 and narrator command does not do anything.

I know there are some official tools to customize images but haven't found options to enable this feature.

Have anyone faced this issue? how can we fix it?
