Download youtube clips on my Windows 11 laptop?

 I often come across short YouTube clips (under 60 seconds) that I want to save offline for editing and meme purposes. I'm on Windows 11 and would prefer something lightweight and safe.

Is it possible to download youtube clips on Windows 11? If you have a reliable method, pls kindly let me know.
