You can use an OS other than Windows to create a bootable media but I cant see how you could make the SD card bootable on an android phone. And this assumes your computer can boot from SD card

- The installer will see previous ( existing) installs automatically. Your problem is how to make a bootable image from an android device. Sorry I have no idea....I have made bootable USB images from MACOS and Linux ( instructions are easily found thru a google search) but made an never made using Android
Yes, but SD card is not a supported scenario, as installation media for Windows.
