Windows don’t have a built in tool to repair Jpegs, so those suggestions about CMD/CHKDSK are more about fixing the drive, not the image files.
I’d first copy the photos to your PC (don’t work directly from the external drive), try opening them in a different viewer/editor, and if they’re still glitchy, you’ll need a proper image repair tool to rebuild the files.
Also check the drive health once, since corruption like this usually starts there.
