This is how I do it: Go to Windows Explorer, find the photo you want to save, click it and save in whatever you use to file your photos (I use Paint Shop Pro - an older disk, I think the company went out of business, but you can get the disk on eBay). It saves the HEIC photo to a JPEG. I've never had any trouble after that.
