Display settings not showing up.

I’m experiencing an issue with my display settings. The settings panel keeps loading indefinitely. The buttons are present and functional. I can click them and they work but they do not display any visuals. Essentially, the UI elements are invisible. The settings appear correctly on the main account but when I create new accounts the settings do not show up. I have tried several solutions but nothing has worked so far.
