Ctrl V Stopped Working (Tried Almost Everything!)
I experienced the exact same issue this week. To fix it, I went to Time & Language > Language & Region > Ellipse next to Language that is currently set (under Preferred Languages) and then Keyboards > click on Add a Keyboard. Then add any keyboard. After adding the keyboard it immediately started working again. I did not need to set the new keyboard as the default.

I never have luck with these tech replies and definitely skeptical with these seemingly improbable solutions but yep, followed the yellowbrick road and solved my Ctrl V issues.
My notes are slightly different
Excel/File/language
Link at bottom - "install additional keyboards
Now will show "time and language" on left" and Language and Region at the to[
Click ellipse next to your preferred language
Language options
Scroll to "add a keyboard"
as mentioned pick any keyboard (i know, i cant find the "any" key either) :-)
Close it up and you will be good to go
