Can't factory reset Surface pro 11 with Windows 11

I am getting a blue screen error, Recovery your pc/Device needs to be repaired. 0xc0e90001

no matter what, i can't get around this. I build USB OS install drive, but I can't start up either in safe mode, or to USB drive. I can restart and get into windows and login, but no combination will get me to reset to factory settings....
