Cannot Permanently Set Windows 10 Startup to "Normal Startup"
I am facing an issue with setting my Windows 10 system to "Normal Startup" in the System Configuration (msconfig) tool.
Whenever I select Normal Startup and click OK, the Apply button remains greyed out and unavailable for selection. After restarting my system, the configuration reverts back to Selective Startup instead of retaining the Normal Startup setting.
What I have tried so far:
Verified that all services and startup items are enabled under the Services tab (with "Hide all Microsoft services" checked) and Startup tab via Task Manager.
Ensured no advanced boot options (e.g., number of processors or maximum memory) are selected under the Boot tab.
Booted into Safe Mode and tried applying Normal Startup from there.
Ran sfc /scannow in Command Prompt to check for corrupted system files. No issues were found.
System Details:
OS: Windows 10 Home (Version 22H2, OS Build 19045.5247)

Press Win + R, type gpedit.msc, and hit Enter (if available).
Navigate to:
Computer Configuration → Administrative Templates → System → Logon
Ensure "Do not process the run once list" is Disabled.
Check for other restrictive policies.

Temporarily disable or uninstall any system optimization or security tools (e.g., CC-leaner, antivirus, third-party startup managers).
