Cannot fix Windows 11 saying "No Internet" When I have internet

I have tried every software fix I could find on the internet and have spent much time with tech-savvy friends troubleshooting it. Windows Troubleshooters did nothing. I have reinstalled Windows thrice and factory reset my router several times. I wasted $30 on a wifi adapter I can't return to see if it was just my ethernet causing it. I have tried changing my DNS, VPNs and things like Cloudflare Warp and ran innumerable CMD prompts. All to no avail. It's preventing me from updating windows and playing most games with launchers that aren't Steam and after 3 months I'm fed up.

The internet works fine, Iget great speeds and no other device I have has this issue. It started after I put in a new CPU fan, I'm worried my motherboard may have gotten damaged in just a specific enough way to cause this, but I don't know of a way to check that without another motherboard. Any help would be so so SO much appreciated.
