Cannot backup windows file

I have a few files that I'm trying to back up.

I set up the permissions so that everyone has full control.

When I try to copy the file, I get the message "You'll need to provide administrator permission to copy this file". after clicking "continue", I get "File Access Denied" "You require permission from ... to make changes to this file"

Any idea how i can remove whatever black magic is keeping me from copying this file?
