Can Windows 11 being installed on a Bitlocker encrypted partition?
The Windows 11 installer refused to install Windows 11 on a partition with BitLocker encryption. Should I format the partition and restart the installation process?

Yes, you must format a partition to install Windows 11 without a conflict.
Temporarily disable BitLocker encryption prior to installation, or remove and recreate the partition within the installation programme to circumvent encryption restrictions.
