Can I use phone link without wifi?
My PC does not have WiFi. Could it be fine to use phone link app?

For smooth experience, you'd better using WiFi when working with the phone link app.
You can use Phone Link, but it requires your phone and computer to be connected via Bluetooth, Wi-Fi isn't necessarily required.
This isn't true at all. When trying to connect from the Windows side the very first message will say ensure you device is connected to the Internet and try again
Phone link does not require Wifi for most of its functionality. Just sign into both the desktop app and the phone app with the same MS account, it takes care of the rest.
