Yes. You can transfer iPhone contacts to a computer without iCloud. One simple option is to export them as a VCF file:
Step 1. Open the Contacts app on your iPhone.
Step 2. Long-press All Contact List and select Export.
Step 3. Select the fields you want to include and tap confirm icon.
Step 4. Save or share the exported .vcf file to your Mac or Windows PC via USB, AirDrop, email, or another available method.
Step 5. On your computer, open the VCF file to view or import the contacts.
