Bug: Windows 11 hibernates programs that are hooking windows drivers

The .NET function SetWindowsHookEx(WH_KEYBOARD_LL in C++ is currently bugged on windows 11 when doing resource intensive tasks such as gaming as I suspect windows tries to hibernate the program hooking the keyboard driver, causing my keyboard to bug out and try to resend its inputs/lock my mouse

    Did you face this issue in the Windows 10?
    Try run Windows Update and download and install all updates and see if the problem persist?
    In case, you believe this is bug, then open start and search for feedback and open the Feedback Hub app and file a report and share steps to reproduce the problem and the expected result and actual result.
