Apps keep resetting their volume on the volume mixer

for example, chrome and discord are way too loud, so i make their volumes very low on the volume mixer, but any time they close and open they get reset (even sometimes when i dont touch them for long enough they reset and I have no idea why

it is very annoying, there has to be a way to fix this
